Public-private partnerships are vital to infrastructure in lead up to 2018, says Russian legal guru

June 24 – Russian Legal expert Karina Chichkanova (pictured) has said that public-private partnerships are a new concept to the country, but emphasised their importance in discussion at the Inside World Football Moscow Forum.

Chichkanova, the partner and head of Russian infrastructure & PPP practice at Salans, also said that Russia needs to make changes to its legal system in the build-up to hosting the World Cup in 2018.

“The combination of Government and private finance is new to Russia and we lack experience in this area,” she said during a discussion on the nuts and bolts of Russia’s preparations for 2018 and development of infrastructure for the tournament.

“Facilities here are either built with federal money or solely privately.

“Legislation needs to be changed.

“There is one law for example about sport, which says that privatisation of sports facilities is banned.

“There needs to be a Governmental will supported by finances, and there should be a balance of risk between public and private finance.”

Andrew Garbutt, director of programme management at engineering firm AECOM, who have worked on a number of sports stadia including in Brazil for the 2014 World Cup and 2016 Rio Olympics, was also talking on the discussion.

They were joined by Dr Lorenz Schneider, the managing director of Tilke & Partners, and they spoke about the benefits of private investment and the benefits of sharing and balancing risk between that and public money.
