FIFA launches Footieleaks website for whistleblowers

February 7 – FIFA has launched a website where whistleblowers can report allegations of corruption, match-fixing and breaches of the FIFA Code of Conduct and the FIFA Code of Ethics.

Nicknames Footieleaks, the site is at https://www.bkms-system.net/FIFA and provides a direct route to provide information to Michael Garcia, FIFA’s lead ethics prosecutor.

According to FIFA the website offers an opportunity for employees, persons bound by the FIFA Code of Ethics, and others to notify FIFA of potential violations.

Potential whistleblowers can only report potential violations which fall within FIFA’s jurisdiction rather than that of a confederation or association.

FIFA’s jurisdiction “encompasses misconduct that

(1) relates to match manipulation;

(2) occurs in or affects more than one confederation, so that it cannot adequately be addressed by a single confederation; or

(3) would ordinarily be addressed by a confederation or association, but, under the particular facts at issue, has not been or is unlikely to be dealt with appropriately at that level.”

The website has editions in English, French, German and Spanish is administered by an outside agency called Business Keeper which specialises in secure and confidential handling of sensitive information.
