February 17 – Football fans looking for cheap accommodation at the Russia 2018 World Cup are unlikely to find it in Moscow or St Petersburg, but could find value in Kaliningrad and Rostov.
Russian Prime Minister Dmitry Medvedev has brought in a cap for the maximum that can be charged by hotels in each of the 11 host cities in 2018. But the caps are still high, especially for five star hotels.

St. Petersburg is even pricier with a five-star hotel having a limit of $9,000 per night, a one-star hotel limit of $93 for a single room and no stars still at a high of $90 a night.
Kaliningrad and Rostov come in much cheaper with a single room in a one-star hotel capped at $31 per night.
