FIFA relaxes transfer rules to allow Ukrainian players to move to foreign clubs

March 17 – FIFA has relaxed its rules to allow home-based Ukrainian players to move to foreign clubs without having to wait for the next transfer window.

The move follows last week’s decision to allow foreign players and coaches stranded in Ukraine and Russia to suspend their contracts temporarily and move elsewhere.

In a statement FIFA confirmed that “Ukrainian players may be allowed to be registered with another club even if that registration period is closed in the association of the club with which they intend to be registered”.

Clubs are limited to a maximum of two players covered by the latest exemption.

FIFA said the amendment is temporary and is aimed at providing aid to Ukrainian clubs and players who have been affected by Russia’s invasion of Ukraine which has led to the suspension of Ukraine’s domestic league.

“FIFA will continue to monitor the situation in Ukraine closely to ensure that the regulatory framework reflects any developments.

“It also continues to condemn the ongoing use of force by Russia in Ukraine and calls for a rapid cessation of hostilities and for a return to peace.”
