FCH makes first international transfer training club solidarity payment; $18m+ in the pipeline

June 14 – FIFA’s new Clearing House system for ensuring that training club payments are actually made to the clubs that had a role in developing the players made its first electronic transfer this week.

French amateur club SC Malesherbois received €159,990, equivalent to more than the club’s annual budget, for the international transfer of a player who was trained by SC Malesherbois as an amateur between the ages of 12 and 15 and has recently been signed by a top European club.

FIFA Clearing House (FCH), has been established “to centralise and automate financial flows between clubs related to training rewards and to promote financial transparency and integrity within the international transfer system”, said FIFA.

The system works using an electronic player passport (EPP) which provides a player’s registration history from the age of 12. After a provisional EPP has been generated in FIFA’s Transfer Match System, a review process with the participation of the relevant clubs and member associations takes place over any player transfer at the end of which an allocation statement will be generated, establishing the exact amounts owed by the new club to each training club.

FCH is based in Paris and operates under the supervision of the French banking supervisory authority.

“This initial payment made to SC Malesherbois is a clear example of the extent to which the FIFA Clearing House will benefit the whole football pyramid in a fair and efficient way, while bringing more integrity to the transfer system as part of the holistic reform implemented by FIFA in the past years,” said FIFA Chief Legal and Compliance Officer Emilio García Silvero.

Since November 2022, FIFA said it has generated almost 7,300 electronic player passports, and allocation statements involving more than $18 million have already been shared with the FCH and will be processed once the compliance assessments have been finalised.

FIFA said it expects this number to increase five- to sixfold within 2023 which will inevitably set a new annual record of training rewards allocated by FIFA.
